The fundamental purpose of special education is to maximize opportunities for students with disabilities to participate in school and community. The key is appropriate supports: the individualized resources and guidance provided to special education students to ensure they can benefit from general education programming.
Implementing effective special education practices, however, can be complex and challenging. Proper diagnosis is critical in order to determine appropriate and targeted accommodation and supplemental services. Curriculum, instructional materials, and pedagogy must be universal in design, enabling all kinds of students to gain access to core knowledge and skills. Inclusion into the mainstream classroom requires both high expectations for student learning and a carefully constructed, individualized instructional program. These are goals universally shared by educators but difficult to implement with consistency or fidelity.
